Tim: Would you mind if I smoke here?
Yukio: No. I don’t mind.
Tim: Are you sure? I mean if you’d rather I didn’t.
Yukio: No, honestly. It doesn’t matter to me whether you smoke or not.

Tim: OK. Then I’ll smoke.
Yukio: I’m saying I don’t mind. Go ahead and smoke.

そのまま使える便利なフレーズを覚えましょう。
Would you mind if I smoke here?
"Would (Do) you mind 〜? "で「（人が〜することを）いやではありませんか？」 という意味で、相手を気遣いながら、許可を求めている表現。"Do you mind 〜?"よりも"Would you mind 〜?"の方がより丁寧な言い方。
ex) Would (Do) you mind if I bring my dog?
（犬を連れて来ても構いませんでしょうか？）
I don't mind.
"wouldn't mind" や "don't mind"は「（〜しようと）かまわない」という意味。
ex) I wouldn't mind your smoking here.
（ここであなたがタバコを吸ってもかまいません）
Are you sure?
"sure"と同じ意味で "certain"があるが、"sure"の方が主に主観的で直感的な判断による場合、"certain"は客観的事実や証拠に基づく場合に用いることが多い。
ex) I think he will agree, but I am not sure.
（彼は同意すると思うが、確かではない）
A: Are you sure about this?
B: I'm quite sure.
（A: 確かですか）
（B: 確かですとも）
It doesn't matter to me whether you smoke or not.
否定分や疑問文の中で使われる"matter"は「問題となる」 「重要である」という意味になります。
ex) It doesn't matter a bit if we are late.
（遅くなっても少しもかまわない）
It doesn't matter how you do it.
（やり方はどうでもかまわない）
It's really up to you.
"up to〜"で「〜次第」という意味で、よく使われる表現です。
ex) It's up to you whether to go or not.
（行く行かないは君次第だ）
The final choice is up to you.
（最後の選択は君の一存にかかっている）
Go ahead.
相手を促して、「さぁ、どうぞ」という意味。
ex) A: May I use your computer?
B: Go ahead.
（A: コンピュータを使ってもいいですか）
