Oh, you mean screening people?

（なに、仕分けしてる人たちのこと？）
蓮舫さんなど、「仕分け人」のことは、カジュアルに言うのならscreening people（screen＝選抜する・ふるいにかける、人たちのこと）とも言えます。

Yeah, it says

（うん、新聞に「会議の予算仕分けプロセス」って書いてあるわ。）
screening processとは「審査」のこと。文脈によってはこれだけで「事業仕分け」を指すこともあります。The Government Revitalization Unit's budget screening processと言えば、間違いなく「事業仕分け」のことです。後に登場するreviewing processは直訳は「再検討プロセス」ですが、screening processの類語として使われています。

Well, these budget screening inspectors have been assigned to decide what to scrap from the national budget.

（えっとね、この仕分けの人たちは、何を国家予算から削るべきかということを決める仕事をしてるのよ。）
budget screening inspectorsは「仕分け人」のこと。inspectorは「検査官」のことです。be assigned toは「〜するよう任命された」、scrapは「廃止する」。
