Jay and Tokiko are talking about the weather.
Jay: You know the weather’s been awfully cool so far this summer.
Takiko: I know. This is very unusual for Japan. Usually by now it’s really hot and humid. I’m not sure why, but this summer we’ve had very little rain and surprisingly cool temperatures.
Jay: Well, either way I love it. I remember last summer. Oh, it was terrible. I didn’t have an air-conditioner, and my apartment was on the fifth floor. Every night I slept on top of my bed with the windows wide-open and a fan six inches from my face.
Takiko: That sounds pretty rough. I guess I’ve gotten used to the heat, so I don’t notice it as much. However, last year was definitely a lot hotter than this year. And, to be honest, I am enjoying the break. What are summers like for you back home?
Jay: For one thing, there’s very little humidity. Seattle is right on the ocean so we always have a nice off shore breeze blowing in, and it doesn’t really get hot until late July. That’s why I found it so oppressive last year. Our summers are just so different.
Takiko: Interesting. Seattle sounds like a great place to be during the summer.
Jay: It is.

"either way"は、「どちらにしても」。この文脈では、暑かった去年の夏と涼しい今年の夏を表していて、そのあとの"it"は今年の夏を指しています。

"with A 〜"で、「Ａを〜（の状態）にしたままで」という構文です。ここでは、"with the windows wide-open"（窓を全開にしたままで）と、"with a fan six inches from my face"（扇風機を顔から6インチのところに置いたままで）となります。
ex: I like going out with my wife on my arm.

"What + be動詞 + 主語 + like?"で、「主語はどんななの？」という疑問文になります。
ex: What is your father like?
（あなたのお父さんはどんな人なの？）

ここでは"find something 〜"で、「somethingを〜と思う、〜と感じる」ということ。
ex: I find it difficult to imagine what it would be like to be someone else.
