Sharon: Oh…I love this actress! She’s so pretty but not too sexy. And look at her figure! She looks just perfect in anything!

Maria: Yeah, she’s nice…hey, did you read an interview of a famous French actress in that magazine (pointing at the magazine)? Um…what was her name…

Sharon: No, was it interesting?

Maria: Very much so. What this French woman was saying was she can’t understand why American women are so obsessed with the idea of getting slim and unnaturally beautiful.

Sharon: Unnaturally beautiful? What’s that supposed to mean?

Maria: As you know, plastic surgery is nothing uncommon in America, and people spend an awful lot of time working out at the gym…whereas in France, women enjoy life in their own way…wining and dining, and falling in love…there’s no time for them to worry about their wrinkles and sagging skin.

Sharon: But did she really mean that? Doesn’t she really make any fuss about anti-aging and getting slim?

Maria: I pretty much doubt it…but don’t you think French women are uniquely sexy and beautiful?

What does that mean?は純粋に「それはどういう意味ですか?」ということですが、What's that supposed to mean?となると「いったいどういうこと?」となり、相手の言ったことに納得がいかない、というニュアンスが強く出てきます。

whereasというのは非常に便利な言葉です。日本人は「一方、他方」という表現が好きなようで、色んなシーンでon the other handと間違って言ってしまうのですが、そう言う時こそこのwhereasを使って下さい。堅苦しい響きはあまりありません。
wining and diningは「飲食、接待」という意味ですが、ここでは文字通り「ワインを飲んだり食事をしたり」という意味で使っています。
there's no time for 人 to …は「(誰々にとって)…をする暇などない」という意味。

I doubt itは、誰かが言ったことに対して「信じるわけにはいかないわ、本当かしらねぇ」と言いたい時に使う、お決まりのフレーズです。今回はpretty muchが使われているので「(彼女の言っていることは)かなり怪しい」というニュアンスが強いですね。
