Cathy: Steve, I’ve been sitting here waiting for you for more than half an hour. Where the hell were you?!
Steve: I’m sorry. Bob just stopped by as I was leaving. I tried to tell him that I was meeting you, but he was fired from his job today.
Cathy: That’s too bad. But, you know I have my cell phone with me. You should have called. Even a five second’s, “Sorry, I’m going to be late,” would have been enough.
Steve: I’m sorry. I should have called. I promise that next time I’ll call you if I know I’m going to be late.
Cathy: Alright. But don’t forget, o.k? It’s annoying sitting all by yourself. Anyway, let’s go to the restaurant.

"mad"には「熱中して、夢中で」という意味もあります。発音すると"mad"と"at"がくっついて「マダッ」と聞こえます。
ex) I'm mad about you. （私はあなたに夢中です）
Where the hell were you?!
話し言葉で、驚き、怒りの感情を強める"the hell"。日本語にすると「いったい全体」くらいになります。
ex) What the hell is it? （これはいったいなんなんだ？）
You know I have my cell phone with me.
この場合、もし"I have my cell phone"だけだと、携帯を持ってはいるけど、いま現在この場所には持ち合わせていない」といった意味合いになります。
You should have called.
should ＋ 過去完了形 で「〜するべきだった（実際にはそうしなかった）」という意味になります。発音は"should"と"have"がくっついて、「シュダブ」のように聞こえるでしょう。

この場合、主語は"would"の前まで。発音すると"would have"の部分は「ウダブ」と聞こえます。
